About CIE

The West Kentucky Educational Cooperative's Consortium for Innovations in Education (CIE) was formed to provide services to assist districts in finding funding and resources to provide innovative solutions to enhance their school districts. The CIE's goal is to positively impact students, teachers, faculty, staff, administrators, and communities. Of the 26 districts in WKEC, 25 belong to the CIE.  The CIE Director - Dianne Owen is a retired superintendent with over 30 years of experience writing local, state, foundational, and federal grants.  Mrs. Owen joined WKEC in 2022 and is the WKEC grant writer.  She can reached at dianne.owen@wkec.org

The CIE presently has five federal grants—GEAR UP, STOP and Connect, ABCD STOP, Project HEARD, and Partner and Connect amounting to over $15 Million from the Department of Education, the Department of Juvenile Justice, and the Cabinet for Health and Families.  Terry Sullivan is the director of these grants and oversees their implementation and staff.  The CIE has also assisted CIE school districts in obtaining district-wide grants from KDE, EPA, USDA, Department of Energy, TVA,  Rural Delta Health Region, and TVA.
